Biography

Mr. Li serves as a Senior Advisor at DGW Kramer LLP. Mr. Li specializes in inbound and outbound trade remedy cases, World Trade Organization negotiations and disputes, regulatory issues involving trade and investment in China, and issues arising under China’s Anti-Monopoly Law.

Having served more than 20 years in China’s Ministry of Commerce (MOFCOM), Mr. Li is an authority of Chinese Trade Remedy Law and Anti-Monopoly Law. Between 2001 and 2015, Mr. Li was the Director-Chief of Anti-dumping and Countervailing investigations. In this position, Mr. Li administrated and designed most of China’s trade and competition laws and was a founding member of the Chinese anti-dumping law and anti-trust law practice. While at MOFCOM, Mr. Li managed in excess of 50 trade remedy cases against imports into China from the European Union, Japan, the United States, and Korea. Notably, in 2013, representing the Chinese government and more than 100 solar panel producers, Mr. Li successfully settled, at that time, the world’s largest trade dispute between China and the European Union in a case valued at US$20 billion.

Prior to joining DGW Kramer LLP, Mr. Li acted as Senior Trade Advisor with White & Case LLP, Washington, DC office between 2016 and 2018.
